Let me describe the admission process we have in place at TTU.
I spoke yesterday with our Grad Adviser at the CS Department,
her name is Susan Mengel (susan.mengel@ttu.edu).

1. When students ask me for instruction how to apply, I send the following email:

Thank you for your interest in the graduate program in Computer Science at Texas Tech University.  I am enclosing some links that I think you will find helpful.  Along with your application we like to have a Statement of Purpose, GRE scores, Transcripts, and 2-4 Letters of Recommendation in addition to the other documents you will need to send.
   Admission is based on several factors such as your background, and the things that I mentioned above.  Your application materials are reviewed individually by each member of our faculty review committee and a decision will be made after that.  The whole process usually takes anywhere from 3-6 weeks.

You can apply for scholarship provided by the department pending availability.
If you want to work in my SORCER lab (http://sorcer.cs.ttu.edu) please mention it in your Statement of Purpose.

2. Students apply to the TTU Graduate School (both MS and PhD) and the Grad School collects all required documents. For each  student that applies to the CS department a package is prepared by the Grad School and sent to the CS Grad Advisor who asks CS Graduate Faculty to evaluate and recommend on acceptance. I am a Grad faculty as well.

At this moment we recommend leveling  courses if needed. Having the feedback from CS Grad, faculty the CS Grad Advisor makes the final decision on admission to the CS Department.

3. Susan (our Grad Advisor) told me she will review your transcript and will let me know if we have any discrepancies between our programs. I will try to catch her up tomorrow.
